Management of development of rural territories on the basis of digital information model

Annotation:  The article proposes the creation of a digital information model, which will serve as the basis for the management of the development of the territories. The authors reviewed and analyzed the territory of the municipality (land fund, soil resources, and agricultural land yield). The analysis was carried out on the distribution and condition of the land fund, land resources, the number of agricultural enterprises, the indicators of yield, gross collection and also the amount of frozen grain. Based on the criteria of the analysis, it can be concluded that the economic and geographical position of the area is very profitable, and with the correct cultivation of crops will be possible to improve the economic indicators in the whole administrative area, besides it will increase investment attractiveness. It should be remembered that investment attractiveness depends not only on financial structures, but also on regions and industries. We confirmed this with the results we obtained. According to our researches, the creation of a digital information model in Quantum GIS software to assess the investment attractiveness of Pugachevsky district of the Saratov region was successful. The main investment sites for the forecast period were identified. We recommend their main concentration in the central part of the municipality because of the transport and logistics conditions. SWOT-analysis of the territory of Pugachevsky district of the Saratov region revealed strengths and weaknesses of economic and geographical position and also offered possible solutions of threats, the main of which is depletion of soil resources of the district and absence of processing industries.
