Establishment of Borders of Settlements as Main Function of Territorial Planning

Annotation:  In the scientific article, the role of establishment of borders of settlements in the system of territorial scheduling reveals and its significance on the scale of the region and the country in general is defined. The analysis of the statistical data, which are contained in the Unified state register of the real estate on the Saratov region, is carried out. Authors considered the main problems, which are found at establishment of borders of settlements: the lack of relevant cartographical information, is statutory not issued expansion of settlements, crossing of borders with the multiple loop land plots and also with sites of other categories. The algorithm of holding actions for establishment of borders which application will allow avoiding mistakes at adoption of administrative decisions is offered and will promote efficient scheduling of use of rural territories. Establishment of borders of settlements is a trial function of territorial scheduling and contributes to sustainable development of rural territories
