The anti-terrorist function of the state and conceptual synchronization

Annotation:  The article considers the anti-terrorist task of early state response to unconstitutional manifestations and its implementation, which builds the anti-terrorist function of the state in the information and social complex. In modern conditions, the imprint of the anti-terrorist function of the state is imposed on the formation of monitoring the activity of the aiding base of extremism and its extreme form of terrorism. The proposed approach has a simple anti-terrorist implementation to reduce the dynamics of radicalization of the population. The method described in the article allows to slow down the transformation of manifestations of hostility and hatred into extreme violent forms. To implement the method, it is recommended to take into account the state "offensive" vector, which is observed in modern conditions. The example of modeling of acceleration of synchronization of all conceptual approaches of active overcoming to the considered terrorist challenges and threats of the present is given. Legal opposition to these phenomena, especially in its areas of reproduction of extremism – highlights the ambiguous law enforcement approach and its shortcomings, solutions, which are discussed in this study.
