The stakeholders role of ethno-confessional space of public communications in harmonizing relations and averting of conflicts in the frontier region

Annotation:  Today, minimization of the destructiveness of the intensification processes of ethnic and cultural fragmentation is required at the regional community level. This involves the development of a dialogue-partner model of public communication between stakeholders of the ethno-confessional space of public communications. Heuristic possibilities of the concept of management of public values are used for theoretical understanding of the phenomenon of this space. The study uses concept of public values, public communication space, stakeholders and the public sphere. The role of stakeholders of the ethno-confessional space of public communications in the harmonization of relations and the generation of conflicts in the border region is revealed on the basis of data obtained using the expert survey method in the form of questionnaires and an online survey of the VKontakte social network. As a result of the survey, the authors came to the conclusion that public opinion connects the generation of ethno-confessional conflicts with the activities of such representatives of stakeholders as nonprofit organizations created on a national basis, national diasporas and religious organizations, and public and experts is seen the resolution of problems of interethnic and interethnic relations not in the space of public communications, but in the law enforcement sphere. Under these conditions, the organization of a dialogue and partnership between all actors of the ethno-confessional space of public communication is extremely important. In understanding the importance of interaction between civil society structures and the state, the majority of the participants of the expert survey indicate a weak level of organization of such contacts in the space of public communications.
