Annotation: The article considers the initial period of the formation of collective forms of economic entity in the Black-Earth county – Yelets county of the Orel province. The analysis of a complex of archival materials allows to determine the waviness of this process in 1917 – 1919, its territorial heterogeneity and to highlight a number of key problems that prevented the county leadership from achieving positive results in the formation of the collective sector in Yelets County. Preservation of peasant societies, land conflicts, as a consequence of the land redistribution of 1917-1918, serious administrative shortcomings and military actions on the territory of the county in aggregate undermined positive developments in the formation of collective forms of economic entity. The author comes to the conclusion that already at the turn of 1919-1920 against the backdrop of the devastation, the search for ways of developing collectives outside the military-communist model is being conducted of the county’s leadership.
