INSTITUTIONALIZATION OF CITY MANAGEMENT IN MUNICIPAL ADMINISTRATION OF THE REPUBLIC OF CRIMEA: ESTIMATION OF EXPERTS

Annotation: The article reveals the attitude of the municipal elite of the Republic of Crimea to the ongoing reform in the territory of the Russian Federation in the form of cancellation of the procedure of taking office of the head of the municipality on the basis of elections in favor of his appointment under the contract by the competition Commission (Institute of city management). The presented data were obtained using the method of expert survey in the form of a questionnaire. As experts, the heads of municipalities of the three settlements of the Republic of Crimea were interviewed: Simferopol, Yalta and Bakhchisarai. As a result of the survey, the authors came to the conclusion that in the Crimea there is a fairly high level of confidence in the current practice in Russia of appointing heads of administrations on the basis of competitive selection.The trust that determines a greater degree of readiness to accept the Institute of city management is due to the belief that the implementation of this reform will lead to a significant improvement in the professionalism of the heads of municipalities and, on this basis, the growth of socio-economic indicators of the development of municipalities.
