Annotation: The article is devoted to the analysis of the policy of the President of the Russian Federation B.N. Yeltsin in the field of information security. The main vectors of Boris Yeltsin's policy in this direction are analyzed. It was found that the problems of information security were dealt with only at the legislative level. As a result of the analysis, it was concluded that the failure of the information security policy was that the Russian elite headed by Boris Yeltsin did not seek to solve this issue. First of all, on the reason of great interest on the economy sphere as well as their ideological commitment to liberalism. The liberal elite in the Russian Federation didn't understand the point of setting up state's information security. It had serious consequences for the state in such spheres as economy, science and education. The absence of a strong security system created a serious political crisis, because in spite of the presence of a huge number of parties and political organizations, the situation in the Russian Federation was quite unstable. The information security matrix began to be fully built only after the resign of B.N. Yeltsin as the president of the Russian Federation.
