«Statistical crisis» of Taurida provincial zemstvo in 1899 – 1901

Annotation:  The article traces the reasons for the opening of the profile statistical body of Taurida provincial zemstvo at the turn of the 19th and 20th centuries, and a brief analysis of its activities for the years of 1899-1901 is given. The present level of the problem development is considered. It is noted that zemstvo statisticians, including those in Taurida province, collected, processed and published a vast amount of information in the most important spheres of human life in pre-revolutionary Russia. Some data on the personal structure of the appraisal and statistical bureau of Taurida provincial zemstvo of the early 20th century are given. The circumstances of the violent conflict between the employees of the statistical bureau and Taurida provincial zemstvo are described, which resulted in the dismissal of all staff statisticians. It is noted that conflicts between zemstvo statisticians and regional authorities were not uncommon: there was an opinion in government circles about the "populist past" of many zemstvo employees, which made officials suspicious of employees of zemstvo statistical offices. To avoid such incidents, special circulars of the Ministry of Internal Affairs were issued, limiting the activities of zemstvo statisticians. Based on archival sources, some tendencies in the development of Zemstvo statistics at the all-Russian level are revealed.
