Annotation:  The article presents a methodology for assessing the innovative development of the region. In contrast to the generally accepted assessment methodologies, the approach proposed by the authors makes it possible to use and complement the traditional quantitative assessment of the innovative potential of the region, with indicators of the qualitative assessment of the effectiveness of the interaction of stakeholders in innovative development – universities, regional authorities and business. To highlight and substantiate the criteria for the qualitative assessment of the innovative development of the Belgorod region, the authors analyzed the results of expert surveys of selected stakeholders – regional universities, regional high-tech business, and state and municipal authorities. The study let to identify three criteria: the effectiveness of innovation policy; availability of an effective innovation infrastructure; the complexity of the socio-economic conditions for the implementation of innovation activities in the region, which formed the basis for calculating three sub-indices of innovative development of the region, which together comprise the integral indicator of the innovative development of the region.
