ON THE ROLE OF AGRICULTURE IN THE EMERGING INNOVATION ECONOMY

Annotation:  The article on the basis of a systematic approach identifies the most important role or direction of the impact of agriculture on the development of the country's economy: resource mobilization for development; production development, increase in labor productivity, organization of innovation processes; creating positive externalities (including multiplication of employment and investment) for the entire economy; ensuring food security. The possibilities of optimizing the combination of these roles or impacts on economic development are revealed. It is established that when providing agricultural organizations with financial resources at a level that allows them to have profitability indicators at least equal to the average in the economy, agricultural organizations are able to ensure the growth rate of production, productivity and innovation at the level of the average in the economy or even significantly higher. It is revealed that the most important conditions for optimizing the roles or impacts of agricultural organizations on the development of the economy are: ensuring the equivalence of intersectoral exchange of agriculture with other industries; strategic indicative planning; the formation of the framework rules for the relationship of partners within the agro-industrial complex, allowing them to maximize the overall benefits of agricultural development.
