Annotation:  The article discusses the history system of education in the 1990s. The author analyzes positive and negative trends and processes as well as the socio-political background against which the reforms unfolded. The article stresses that changes in the education system were essential components in the process of democratization and liberalization. The main vector of development was elected to the adjustment of the shortcomings of the previous educational system (centralization, duplication of mandates, harmonization, etc). The country's leadership sought to enable the school system of international relations to develop regional and local, national and social components of the educational system. The concept of reform of Russian education involves the education of new teachers, the establishment of centers for training pedagogical staff to support individuality, creative initiative of workers of the educational sphere. During 1990s, the adaptation and integration of the Russian school in the global economic, socio-political and educational system proceeded. Nevertheless, at the present stage of history science these metamorphoses are far from completion. Implementation of reforms prevented the protracted political crisis, underfunding and commercialization of educational institutions.
