Annotation:  In the article the substantiation of motivation of research of legal regulation of systems of insurance medicine by means of comparative analysis is offered. In the modern world, including Russia, insurance medicine is the most used form of social support. Evaluation of the quality of insurance medicine can be successful if comparative analysis is used in the study of its various problems. The article presents the author's vision of the possibilities and importance of comparative analysis of insurance medicine, the construction of a complex object of comparison, the model of its legal regulation, due to the results of comparative research. The aim of the study was also the creation of institutional elements of legal regulation of health care (for example, the Institute of health insurance), first disparate, and then systematized, up to the construction of the medical code of the state with its inclusion in the system of law and ensuring a balance of norms of diversified legislation.
