A value approach as a methodology of estimation of innovative development

Annotation: Among the criteria for assessing the innovative development of the country, region, territory, the value approach takes a special place. Demand for innovation is made by society, by individuals. Therefore, innovative development should be aimed not only at the material components of economic growth, but also contribute to the improvement of the quality of life, the growth of well-being and the spiritual development of the society and its individual members. The article shows that, using the value approach, a three tiered national innovation system can be replaced by a four-link spiral, where the customer of innovations will be the society. Therefore, innovative activity is not regarded as autonomous phenomenon, but rather as a consequence of the spiritual formation of society. We think that the ideal is objective itself, while the individual person perceives it freely and subjectively. Then the knowledge of the ideal in its properties, which are realized in concrete practical actions and in the person themself, allows to formulate understanding, goals and tasks of innovative development. An organizational mechanism for improving the coordination links between the units is proposed.
