Enhancing the effectiveness of the public civil service on the basis of expert maintenance system formation

Annotation: Enhancing the effectiveness of public administration in modern Russia imposes a number of requirements to quality and efficiency of functioning of the state institutes providing realization of a state policy. In this regard activity of institute of the public civil service demands more careful standard regulation, formation of effective techniques of realization of personnel policy, use of innovative personnel technologies. Absence of governing body of public service of the Russian Federation doesn't promote realization of complex and purposeful policy in the field of development of public service. In this regard development of a package of measures, the state and office relations promoting optimization is necessary. It is obviously possible on the basis of improvement of quality of expert maintenance of competitive selection at a position of the public civil service, carrying out certification of civil servants and work of the commission on observance of requirements to office behavior and a settlement of conflicting interests. In article possible qualification requirements to independent experts – to specialists in questions of the public civil service and personnel policy, and also the mechanism of formation and use of expert community are offered to judgment. As a result the author staticizes a problem of carrying out the analysis of the legislation for the purpose of definition of the legitimate principles of formation of expert community concerning public service, proves possibility of application of various principles of formation of expert community and selection of independent experts in formal and qualification characteristics, the basic principles of work of experts are offered, the perspective directions of improvement of activity of independent experts in public authorities are defined
