Annotation:  The article is devoted to the analysis of the existing in the provincial liberal press assessments of topical for pre-revolutionary Russia problems, as corruption and nepotism among representatives of local selfgovernment bodies. The research was carried out on the materials of the newspaper "Belgorod Silhouettes", as well as a number of pamphlets published by one of the residents of Belgorod, Pavel Ivanovich Baryshnikov - a man of liberal views, a vowel of the Belgorod City Duma. The work describes the main participants, as well as specific cases of abuse of the Belgorod city authorities, described in the editions of P.I. Baryshnikov, his assessments and judgments are presented. The obtained results allowed the author to come to the conclusion that the initiative publishing activity of P.I. Baryshnikova was, although very fragmentary, but none the less a manifestation of the process of the formation of the rudiments of civil society in the provincial town of the city, which was in conflict with the traditional way of life and the archaic political culture of the city's population
