Annotation:  The article presents the results of the analysis of normative legal acts regulating the functioning of special economic zones in the Russian Federation. The author on the basis of these rules presents the provisions proving the experimental nature of legal relations arising in connection with the creation of special economic zones. One of the conclusions was the thesis about the formation of a certain model of legal experiment in the regulation of special economic zones, the constituent elements of which, when achieving specific results expressed in quantitative terms, can be compared with the chronological criterion or other qualitative characteristics. The article also presents proposals aimed at improving the legislative and regulatory framework that defines special economic zones in Russia. Based on the positive and negative results of the development of the experimental territories, it is necessary to follow the substantive additions and clarifications of legal science, as well as proposals aimed at improving the Russian legislation on the territories
