Annotation:  The article examines the need for an optimal balance between the personal interests of citizens and state interests, which should act as a specific system of requirements that guide, limit and regulate. The main objective of this article is to substantiate the conclusion that the facts of lawlessness in the activities of power structures are dangerous not only because they cause direct harm to a particular person, but also cause legal nihilism of society, provoke a split between society and the state, the consequences of which are unpredictable. Sometimes the state not only does not effectively perform its functions, but also violates the rights of citizens.
