Annotation:  The article summarizes the theoretical approaches to the formation of the conceptual content of the social policy of the Soviet state during the pre-perestroika period. Traditional and new assessments of key areas of social development of soviet society are presented. Periodization of the process of development and implementation of state social policy has been developed. The correlation of social problems and issues of further development of the national economy of the country is determined. The difficulties of forming the consumer sector in the Soviet state are analyzed. Prospective possibilities of using new groups of his-torical sources in modern research on social history are estimated. Taking into account the available fac-tual material, the role of unresolved social problems in cardinal modernization of ideological institutions and the political system of the Soviet state is substantiated. Based on the study of the works of domestic authors, the rationale for the social orientation of the Soviet state is detailed, real achievements and prob-lems of its practical implementation are established.
