Annotation: The term of "religious education" can be considered in an explicit or implicit sense. Explicitly the term "religious education" is included in Russian literature in the second half of the XIX century, being under-stood as "the true anchor of salvation in the days of everyday storms and spiritual anxieties" (K.D. Ushin-sky, "On the means of disseminating education through literacy", 1858). Implicitly the problem of the transfer of knowledge about religion was posed throughout the history of humankind. This "Ushinsky Project" faced three main problems ("the challenge of universalism," "the challenge of ethno-confessional traditions," and the "challenge of scientists") that could not be resolved in the 19th-20th centuries. Only the science of the 21st century allowed to find the optimal forms of combining the faith of "secular elites" and "traditions of peoples" with "the faith of confessional experts" and the requirements of pedagogy after the adoption of the new law "On Education in the Russian Federation" (2012)
