Pathologies in the system of public administration: analysis and program of overcoming

Annotation:  In article authors consider approaches to improvement of quality of public administration in the context of the modern accruing global challenges caused by development of social and digital technologies. A subject of arti-cle are pathologies, problems in a public sector which are the limiting factors of sustainable development of the country reducing quality of public administration. The presented material reflects results of the empirical researches conducted by authors in 2016-2017 including with use of expert estimates and also results of sec-ondary Russian and foreign social researches. Results of the analysis designate need of search of the new mod-el of public administration for modern conditions capable to provide productive development of the state and public relations, transformation of all system of public administration in the Russian Federation. Modern socie-ty demands from the state not only economic efficiency, but also ensuring service and useful results of activity
