Annotation:  One of problems of regional economy is placement of efficient forces not only taking into account economic feasibility, but also taking into account safety of the country. Owing to different circumstances implementation of these requirements cannot be reached at the same time. It is necessary to make a choice and it becomes, as a rule, in favor of last. Conscious assumption of an imbalance in development of border areas assumes the appropriate adjustments in structure of the internal territories. The complexity of the solution of these problems consists also individualization of each border area and, respectively, in a choice of own model of its development and the diagram of a relation of the periphery with center.
