Annotation:  Achieved justification for the generic (multi-criteria, a comprehensive, multi-component) to evaluate IT projects using various functions on the basis of the analysis of existing methods and approaches to the evaluation of the effectiveness of IT projects, as well as the author's research conducted previously. Provides a systematic approach to the determination of the distribution of the results implementing IT projects, allows us to interpret the results of the functions and parameters of the project. Problem statement made studies quality IT project based on the relevant input parameters (output effects project the estimated values of the parameters and characteristics of the project, as well as anticipated project implementation characteristics values) and suitability criterion allowing to control the quality of the project. Justified by a model example that the fundamental stage, largely predetermine the accuracy of the results obtained in evaluating the effectiveness of IT projects is the phase associated with the definition (formulation) the purpose of their implementation
