Annotation:  In the work among the variety of forms of public control, the author focused attention on the creation of public councils under state authorities. The article presents the author's overview of the legal acts regulating the status and activities of public councils under the Federal bodies of power in Russia; identified their role in the management of the Affairs of the state and promoting stability of various aspects of the constitutional system; identified problems in the stated sphere and about the ways of their solution. The work was performed under grant of the President of the Russian Federation the Russian Federation for state support of young Russian scientists – candidates of Sciences (Competition – MK-2016)
