Annotation:  The article describes the process of territorial public self-government’s formation in Belgorod, as an interaction’s institution of municipal authority with the city community. Authors are using results of sociological research (2012-2017), statistical materials and legal acts, regulating the interaction of municipal authority with the city community. The key problems interfering the interaction of municipal authority with the city community are revealed, recommendations about their overcoming are formulated
