Annotation:  The article concentrates on legislative regulation basis of trade fair organization’s process in Tula province of XIX – early XX centuries. The author discoveres that along with trade fair development in Tula province, exercising within the Russian legal system, the peculiarities of regional development made for the special arrangement of the province’s fair administration. In the first place, the local administrative and legal trade fair regulation of the Tula province consisted in solving the problems concerning initiation, establishment and closing down the trade fairs
