Annotation:  The article presents the author's arguments in favor of the positive role of the report of state bod-ies and officials as an official document expressing the state policy on the minimization of human rights. This thesis the author argues for the widespread inclusion in the normative legal acts of Russia of the provi-sions on the imperativeness of reports for various authorities and officials, including those with the authority to protect the rights and freedoms of man and citizen. The paper analyzes the current Russian legislation and regulations governing the procedure for submission of reports by the authorities. Particular attention is paid to the annual and special reports of the specialized human rights structure – the Commissioner for human rights in the Russian Federation. The author also links the minimization of human rights risks by means of reports of state bodies and officials with their publicity: different types of control allow to trace the sequence of actions of power structures according to the directions reflected in the report.
