The state as an organizing subject of the legal life of society at regional level

Annotation:  Modern society strongly applies for scientific researches aimed to work out theoretic patterns and categories reflecting high requirements to public administration. These patterns and categories should be capable to explain arising social realities and to propose salvations of current problems. Among such notions in jurisprudence there is the category of “legal life”. State acts as the most important subject of modern Russian legal life. These circumstances cause the relevance of doctrinal learning of requirements to the state which is able to guarantee optimal quality of the public legal life. Basing upon functional approach the authors justify their view on the fact that analysis of state’s legal life cross section must be started with determination of the qualitative features of a state desired by society. The authors prove the necessity to work out such legal arsenal which allows increasing state’s role in providing the quality of legal life. It includes formation of political legal activity by means of legal sources and education of productive individuals. The authors believe that this goal is impossible to be reached by efforts of federal level of power only. Local authority bodies building legal policy and legislative array have the possibility to involve citizens in public administration in more widely means. Significant novelty of the article is based on the analysis of conditions needed to guarantee increased effectiveness of both, state authorities and the whole system of domestic governance. During the research the authors develop general theory of state legal life. The authors also consider that the leading role in increase of the quality of legal life belongs to the legal policy; and that’s why it must be directed to activation of personal potential in public development.
