Local Self-Government of the Voronezh Region: Modern Trends and Development Problems

Annotation:  The current trends and problems of local government development constituent entities of the Russian Federation – the Voronezh region are considered. Deficiencies in budgetary provision, quality of personnel are the most urgent problems of our days. The time elapsed since the beginning of the reform of this level of government (over 20 years) allows us to draw certain conclusions. To provide the powers of local government it is necessary to clarify the power of local authorities. For the sensible organization of local self-government, a reasonable integration of municipalities is necessary. To improve the financial and budgetary sphere, municipalities need to adjust intergovernmental relations, establish the optimal procedure for the provision and definition of appropriate subsidies, donations and subventions directed to local budgets. To improve the skills of personnel it is necessary to provide a system of training and retraining of personnel as known as rising the skills of municipal employees. The solution of these issues will contribute to the successful reform of local self-government.
