Annotation:  The paper considers a role of innovations and innovative strategies in economy of Japan and Germany. The influence of the national innovation system on the country’s economic development under the present conditions is demonstrated. We describe the main features of the Japanese innovation system as a typical example of the East Asian model of innovative development and the German innovation system as a specific case of the West European model. The legislative bases, structures, goals, functions, peculiarities and evolution paths of innovation system of Japan and Germany are presented. In the theory and practice at the present, there are no universal constructive recipes for building and developing a national innovation system. It is shown that the national peculiarities as well as the general objectives of the national science and technology policy determine the formation and functionalization of an innovation system in each country. We substantiate the expediency of studying the experience of creation and improvement of national innovation systems of industrially developed countries for building the innovation system of the Russian Federation
