Annotation:  The article discusses development of a computer model of the Russian Federation spatial development and studies on its basis dynamics of the human resource of the regions. The model is based on the agent-based approach, which allows to explore dynamics of social processes as a result of the decisions of individual agents-residents. The behavior of artificial agents in the model is based on TOTE cognitive model, which describes cycle of the goal achieving in interaction with the environment. The article describes the detailed decision-making process in the areas of education, employment and migration. To estimate values of the decision-making parameters in different population groups, questionnaires and procedures for processing results of the survey have been developed
