Local government reorganization in the Volga-Ural region (1820-ies)

Annotation:  This paper investigates the implementation of the “governor program” (1816) in the Volga-Ural region, using the local administrative approach. The author analyses the development of the idea of creating uni-fied provincial councils headed by governor-generals and the conditions of abandoning it in 1821-1822. The new model of governor-general management is shown as a result of the transition from strengthening local government through establishing of the general-governor‟s control over ministerial agents in order to expand the powers of the ministerial agents, division of management and supervision. The author has come to the conclusion that since 1821-1822 administrative-territorial division of the Volga-Ural region into governorate-generals was happening with the direct involvement of the Ministry of Finance in agreement with its interests
