Analysis and evaluation of sources financing of social housing construction in a large city

Annotation:  The problem of lack of social housing is important for Russia, including St. Petersburg. Implemented to date, methods of support of citizens, focused on the budget and the purchase of housing property, does not become a system solution, more than 170 thousand families remain in need of accommodation. The article considers alternative sources of funding for social housing, a comparison of housing policy of the Russian Federation, France and Germany. Also, a review of the practice of creation of the first hired houses in Saint Petersburg, built at the expense of budgetary funds. The alternative sources of financing of social housing construction are determined; the expediency of their construction is substantiated by accumulating investment resources through the creation of non-commercial partnerships, to which private and non-profit organizations can participate. The authors suggest effective levers for encouraging private investors to build social-type hired houses by regional authorities.
