Annotation:  The article dwells upon the peculiarities of the information policy of George W. Bush during the Geor-gian revolution in 2003. The manipulation methods used for outbreaking of the "color revolution" were analyzed. The peculiarities of the activities of non-governmental organizations in promoting democracy were revealed. The article clarifies the peculiarities of methods of influencing on civil society with the help of attracting significant amounts of money, inviting consultants to train local organizers of the gov-ernment's overthrow. It was found out that the West has formed a new, democratically-minded voters and handled the elections in Georgia. As a result of the analysis, it was concluded that the policy of "democra-tization" outside the United States is an important part of the neo-conservative model of creating an inter-national order of values corresponding to the American model of behavior. The promotion of "color revo-lutions" is a manifestation of the "soft power" of the United States.
