Party models of recruitment of ruling elites and leaders

Annotation:  In the article the author's definition of parties as institutions for the recruitment of ruling elites and leaders is given. A consolidation of parties as institutions for recruiting ruling elites and leaders in the form of three groups of models is proposed: in democratic pluralistic systems with electoral competition in the struggle for power; in non-democratic systems of the Soviet type with the absence of competitive elections; in modernizing political systems with hybrid political regimes with limited competition in the electoral process and with party systems with a dominant party. The specific characteristics of parties as institutions for the recruitment of ruling elites and leaders are specified, distinguishing each of the three mentioned above groups of models. It is argued that groups of party models as institutions for recruiting ruling elites and leaders in different political systems and regimes differ from each other: by the set of political system functions performed by parties through recruiting political elites and leaders and by the measure of the fulfillment of these functions; by the ways of performance by parties as mechanisms of recruitment of ruling elites and leaders of functions of legitimization, adaptation and stabilization of the political system; by the role of parties in the political and systemic process of recruiting political elites and leaders; by the internal party practices, procedures and methods for selecting and promoting candidates; by the results of party recruitment activities for the state, society, stability and effectiveness of the political system.
