Attempts to reform veterinary medicine in Tomsk Province in the late XIX - early XX centuries

Annotation:  The history of the development of veterinary medicine in Siberia has been studied to a sufficient degree. However, some of its local fragments were not considered by historians. Have not received a full study of the attempts of the Tomsk provincial administration to create a normal veterinary service in the early XX century. The purpose of the article is to identify projects that were developed by the provincial administration in the field of veterinary medicine. Also an analysis of the process of reviewing these plans by state authorities, identifying the reasons why they were not implemented. The work is based on the study of office materials of the provincial and central authorities. The author has identified several attempts to increase the veterinary staff in the province. The reform was initiated in 1899, discussed and revised until 1905. And it was proposed to radically change the organizational and personnel structure of the veterinary service. However, the reorganization was not carried out because of insufficient financial resources. Until 1914, the local budget of the province was pawned for reform, but the reconstruction was never carried out. Thus, despite the reforms proposed by the provincial administration and the acute need for the normalization of the veterinary service in the Tomsk province, the state hindered the initiative of the local authorities.
